Quite rare for me getting this type of fault. I’d rather megger the motor and go from there.

103pf capacitor do i need a NP0?

103 code = 0.01uF = 10nf capacitor, not 103pf and +80/-20% capacitors are fine.

use plastic film rather than ceramic
film slowly fails open - ceramics like to short!
