What kind of capacitor is this?

What kind of capacitor is label "cy" on the PCB and the symbol looks like |-S-| and is located next to a back light inverter transformer?

3C 6KV is printed on it.

How can I test it? it shoes 0uf on my capacitor tester.

Ok I may be wrong but I think you are talking about something else. -S- means AC line and 3C 6KV is the rating of cable or line.

3pf 6000V, your cap meter may not have enough resolution to read small pf range. You need to check for resistance leakage, it should show OL on your highest Ohm scale, it is ballast cap. They usually shorted out with brown burnt mark on the body.
It is going to be hard to get:

No camera at the moment. It is labeled CY instead of C, but it looks like the other blue ceramic capacitor, except on the capacitor a symbol like |-S-| is printed. Looks like this except it says 3C 6KV and has that symbol.

Thanks bud. Does "CY" and the "|-S-|" symbol mean "ballast cap"?

They can use funny designator for component. The one in the picture 102 6KV is .001 uF 6000V, this one will not be the ballast cap.
What inverter board is this and what is the symptom?

Board is from a Hanns G HW173D monitor and the board is printed "DAC-12M051" and the sticker says "P/N:52-5w273003g000"

When you turn the monitor on the back light comes on for 2 seconds,and then off while the display remains. If you power down and power on the back light will once again kick on for 2 seconds and then shuts off.

I have already replaced bulging caps and check the ESR on the rest.

I pulled the back light transformer off the board and tested the resistance of the coils. Primary is 0 ohm and secondary is 424 ohms. Abnormal?

Primary will always be really low resistance, but you secondary looks very low, they usually are about 800 Ohms or more in typical inverter transformer.
Did you take the reading of the other transformer? P/N as printed on the tranformer?

There is only one transformer. It looks like both back lights share it. The transformer is labeled "2874005400" and under that "M A 0651C"

I also just tested the voltage on the primary side and got strange results... When I switch "ON" the monitor the power LED turns green but the voltage does not change on the primary winding. It is not until the power LED goes back to yellow the voltage goes up to 6.59v and then slowly decreases to 0 volts. It takes 5 minutes for the voltage to reach 0 (i guess caps are discharging). Shouldn't the voltage be at least 12v if not 15?
