Very often it's cheaper to buy a universal remote and configure it to your TV. They come pre programed for a bunch of brands and one must select the right code for your TV.
Now if your talking about getting the codes out of one, then you need a device that will read the code and display it some how.
I think there is a kit by Ramsey electronics to do that, but it's not something I have spent any time with.

If you take a look at http://lirc.org/ they have software and IR receiver schematics and stuff. I think you should be able to read out the codes with that. There are windows ports available (if thats what you need) but not sure how up to date they are.
When I was looking for a factory reset code for a UEI remote, I discovered that you can extract learned functions as well as program them with a computer.
This discovery lead to "rebuilding" remotes for various devices.
My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
