My simple answer is also no.
Sometime you may be able to test for internal shorted circuit of the IC if you know what are inside the IC.
For example: the SMPS IC with integrated power MOSFET, you can check to see if the MOSFET is shorted or not with meter.
Voltage testing also help in verification of the IC.
it's actually a very complex question because there are so many types of i.c.
i have equipment that can test logic, static memory, i/o controllers and most op-amps.
but it's expensive kit, and that's still just a drop in the silicon ocean.
