Lenovo NM-B501 mainboard Type C charging stuck at 5V

    Looking for help.
I have a Lenovo ET480 NM-B501 mainboard that I needed to replace the usb-C port on.
After changing the port the computer works, but the DC-in from the type C power cord never goes above 5V.
I took pictures before replacing the USB port on the mainboard and I am not seeing any componets missing.

Using the following schematics to track down my problem:

I am looking at the PD Controller chip as I am noticing USBC_VBUS20 and TBT_VBUS20 go to this chip.
Below are the voltages I mesured.
Does anyone know if these voltages look ok?

Sounds like a typical Thunderbolt issue. Find U15 and flash it with attached .bin file and try.
        Remember to make backup first.

Thank you very much for pointing me in the right direction tomodachi.
Some legs of U15 had broken solder connections to the board.
Reflowed the Winbond chip and the USB charging ports both work as expected.

I correct solder joints and measured resistance to ground. It was same as other board with working 20V.
i dumped from OK board U15 chip and just reflash it to old board. Verification was OK, but board was still not working.
I tried to read dump to compare and it give errors during verify.
After soldering new W25Q80BV all went well and i have 20V 😀
