Never seen it either -even in the rest of (mainland) Europe, where they have 230 V AC mains

But @ 60 Hz ... so slightly easier to break through skin capacitance.
Of course with 240V AC (or even DC), it just doesn't care about skin capacitance and current simply "brute forces" its way through you. .
