    A capacitor bank on a monitor looks fine, not even a slight bulge or leak. But the power supply won't work unless the caps are heated. Can bad caps look ok?

    When caps heat up, their ESR goes down.

    List of values and brands of all the caps in the monitor and we can recommend replacements.

      Could also be a bad solder joint somewhere. The heat expands things enough to bridge some small crack in a solder joint, and it works again.

        A friend's set-top box (before I fixed it) would only start up after 20 minutes (which had bulging capacitors).

        A Samsung 172x LCD monitor had problems starting up cold (there was very brief blinks of the Power light, indicating a power supply problem), but would work OK when it warms up, even though the solder joints were OK. The output capacitors were CapXon GL (680uF 25V - closest to the output rectifier) and then a "JH" CD288 (470uF 25V). None of them were bulging. Replacing with another AC adaptor fixed the problem of not starting up when cold.
        My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
