The output capacitors were CapXon GL (680uF 25V - closest to the output rectifier) and then a "JH" CD288 (470uF 25V). None of them were bulging. Replacing with another AC adaptor fixed the problem of not starting up when cold.

CE is the sleeve material [I think]
H is probably the tolerance [+/- 3%]
They are probably not low ESR.
