    do electrolite caps fail from disuse?

    the reason i ask, the last recap job i did was in a VCR that worked fine 7 years ago and blew up immediately when plugged in after that hiatus.

    Old electrolytic caps, yes. Modern ones *should* not...

      yes they should, it's in the datasheets.
      if you leave them too long wihout any power going through them they de-polarise and you have to re-form them.

        so, would it be wise to periodically plug in and turn on various electronic gear that is stored? say once a year?

          As a tube radio restorer, I say YES, Yes, yes! Leave them running for 15 minute too. 5 years is OK with no power from my experience.
          Things I've fixed: anything from semis to crappy Chinese $2 radios, and now an IoT Dildo....
