Is this a capacitor?

Hi,

I cannot find anything about this component:

BBW C446. Is it a capacitor?
I tried to measure it inline but got no reading.
Also, the logo seems to be ST, but I am not sure. I have attached a drawing of it.

It is connected between the signal/power lines on a S0 bus of a ISDN phone. It makes sense.
