BTW, "Have a goodmans TV that won't turn on. But if I remove this transformer the TV works fine." so how can it work fine without the transformer? Something does not make sense here.
There is no inverter transformer on that power supply board.
Those two big one are the power transformers, not sure if they are for the 12V/24V supplies and if they are driven by the same circuit.
DRC on the primary side will show very low resistance, so you think it is shorted out.
Ohm meter cannot really be used to find out if the transformer is really good or bad, you can do comparison reading on the High voltage side but that does not mean if it has shorted turn it is still good because Ohm meter will not be able to show that. You need ringer for testing.
Need to find out how it is driven, if they are driven in parallel, and if the rectifiers in the secondary is shorted, you should check them.
Post good clear pictures of the connectors and the bottom side of the board. Those transformer rarely goes out.

The transfomers may be driven in parallel for the 24V, so if one is bad, removing the bad one will allow the power supply to function at at half power. Need to see the bottom side of the board to verify.
It's pretty rare to see these transformers fail because they are safety devices. If the windings burn on failure, then it can break down the insulation tape. That is at least according to the power supply guy at my workplace. So personally I would be quite surprised if the transformer were bad.

That is why I would like to see the good clear pictures if the bottom side of the board to figure out what is going on.
I myself never have to replace any power transformer yet.
The photo isn't clear enough to tell, but it looks like the transformers are connected in some kind of series or parallel arrangement. That's quite unusual.
