    Philips 32pfl3403d/27 no power

    Hello all and thanks in advance. I have a Philips 32pfl3403d/27. It has no power. No light. No relay click when turned on just nothing. I have tested the power from the power chord and have 120v. I have tested across the fuse and it tests 120v. I checked the connector on the power board that go to main board and to inverter board with D.C. And ac Multi meter and I get no voltage to the standby pin, 12v pin, or 24v pins. I have tested these both pressing power button and without. I see no bulging capacitors on any board.

    Is it safe to say the power supply board is bad?

    Is there any other way to check it?
    Is there a way to check main board without having a working power supply to feed it?

    I know I have lots of questions but I appreciate the help!!

    First, we need good clear pictures of the whole back side of the TV showing all the board and then the pictures of the power supply board.
    We need to find out if you have dcv from STANdBY power supply or not.
    Do you know if you have about 165~170Vdc between the two legs of the large main filter cap in the primary side?

        Also, when I put black probe to ground in connectors and red on standby, i get no voltage. Thanks!

          Will need good picture of back of your power board. With no voltage on your filter cap you will need to check components from bridge rectifier BD901 back to your ac input. Double check your fuse in diode check mode with no power connected. I think your fuse is open.

            I have tested across the fuse and it tests 120v.

            means the fuse is blown in my book

              " I have tested across the fuse and it tests 120v." I re read your post #1, so you put the probes on each end of the fuse and it shows 120VAC, that means the fuse is open (Blown).

                I need to clarify. I placed black probe to ground screw and red probe to each side of fuse. both sides of fuse show 120v. This should mean fuse is good. Right?
                I'm sorry if my post was confusing.

                I also did a continuity test across the fuse and it tests ok.

                  check your fuse in diode check mode with no power connected across fuse. Or in ohms 0 is good ol is bad.

                    I think this could be the schematic? When checking voltages on the HOT side (primary) use the negative side of C907 for the black lead of your meter. When checking voltages in the secondary, you can use the chassis metal for ground. Note the different ground symbols

                      The fuse tests good. Should BD901 be ac or D.C. Voltage? At what point does it become D.C.?

                          I'm not sure how you're supposed to test it. But, black probe to ground screw and red to each leg they all test about 120v ac. I get nothing when I test with black probe to one leg and red to others in ac...

                          D.C. Shows 3.4-3.5 when I put one probe on outside leg and other on outside
                          D.C. Shows 1.4 when I put one probe on outside leg and other on inside
                          D.C. Shows 0 when I put one probe on inside and other on inside.

                          I'm sorry I'm pretty stupid but I appreciate the help and will try and give any info that is needed.

                            Measure the DCV right between the two legs of that big cap.
                            You are working in the HOT side of the circuit so DO NOT TOUCH anything with your body or your hands!
                            BTW, fuse resistance is <1 Ohm, right?

                                Ok. I get 3.4-3.6 vdc at the big black capacitor that the red probe is on in picture.

                                With black probe on outside leg of rectifier in diode mode I get .4xx to other three legs. With black probe on inside leg I get .4xx to one outside leg and "1" to other two legs.

                                    Th901 has continuity across two legs. When I place one both probes on both legs the multimeter beeps.
