When you open it there are 4 led diodes that showing you a boot status. When its booting up you can see a sequence how diodes lighting up. If any of the diode does not light up then see which one.
IMO you experiencing a problem with backlit board.

Anyone mentioned about voltage? Running car on idle supply about 12.8V-13.2V, above 1k-1.5k rpm 14.4V but with engine shut off 11.8-12.1V . If battery is bad it can be much less.
I would focus on this and measure voltages in the car just at the lamp connector.

I believe some kind of hotkey driver/software might solve the problem.
If you got stock windows drivers then install dedicated drivers from lenovo website. Especially chipset, GPU and touchpad/keyboard. It should help.

So it is white or black screen?
If it is white then you might have problem with HDD (basicly no system detected or bad HDD). If it is black then the problem is more advanced. T-con pcb is integrated with LCD. There is only backit module and main logic board with GPU installed.
If you will read which status LED's are lighting then it will be easier to tell where the problem is.

If you are sure that other GPU is good looks like this is logic board issue. I do not think that LCD itself is bad.
How status LED's behave? Do you have white or black screen?
Check with external display (HDMI tv via Thunderbolt) if you got system booting.

If you disconnect CMOS battery no need to find reset jumper. Looks like fixing it becoming more time consuming than money. How power adapter behave? Does it keeps voltage constantly during that on/off period? I would start with schematic and power section of laptop looking for bad caps.
Anyway win2000 might require more CPU power than win98 so this will lead that power section might be too weak. Try to boot it to win98 and see what happens.

Well, I'm not familiar with this laptop but there should be somewhere. Underneath keyboard maybe?
I know that there is a dip switch somewhere (under keyboard I think) to clock CPU and set CPU voltages in this laptop. Maybe there is something more near this?...

It calls limit switch. It might need some service (I did it in my Sienna when there was an issue with automatic door) - just need some cleaning and greasing. It require to deassembly the motor housing if it is possible (some motors are assembled permanently).
Some motors have an electronic limit switch which brakes the power when motor current is higher than some programmed value (when the motor gets mechanical resistance it needs more power=current to operate then electronics sees that and shutting off motor power).

Depends on what car is this usually they are integrated with the board that is underneath. The board might be a part of the internal network (CAN) which contains other features in your car.

I know it might sound like a dumb question but are you sure you got right power in the wall outlet? If so you have to use miltimeter to test it, check fuse or voltage goes to the board. It might be filter between tv socket and PS board that might be faulty. Without multimeter will be difficult to find out what is going on.
Fuse is soldered so if you want to replace it you have to desolder existing one first.

Check VGA cable (if have there). I had similar problem on mine. Turned out it was bad video cable (why it did power cycle I can't explain - simply I have no idea, I know it is weird issue).

Well, looks like your schematic go missing some pages, most important in this case.

Left is a grounding pad so what I see on the other side:
