I've already tried flashing a much older bios, it didn't help. I uploaded the current bios, it works, but every time I reboot, the TPM is OFF!... -

I have a Dell 5420, if I turn on the TPM, save the BIOS, then enter after rebooting, the TPM switch is OFF again! I can't turn it on! Is it possible to fix this? Is it worth reading / uploading the BIOS?

I have a Dell Latitude 3590, which does not give a picture, only the fan spins at maximum and the caps lock key lights up.
