OK, now I see how the two legs of that device is connected, at first look at your earlier picture it looks like it has one end connected to ground plane, but now I see how legs are connected, it is an Inductor.
Do you get any DCV reading at all on that inductor?

if I can, I would advise you to raise all the smd as indicated in the photos, obviously paying close attention.
carefully check, raised at least on one side, the indicated capacitors, in particular the indicated transiator, it is certainly short-circuited.
