Teac ledv32u83 tv loops on and off with logo only

Hi I have this tv and another that when turned on,will power up to the logo for 30 seconds, then turn off for 1 second continuasly, and can only be turned off at the power switch.
Are these repairable or junk now?
I have repaired many power and main board problems
but this may be out of my league, which is unfortunate as I'm seeing more of this kind of problem.

It sounds like an eeprom issue, it needs removing and reprogramming.
