Panasonic LED TV model TH-48A402L fault.

Hello friends,
This is my first post here.

My TV is blinking 20 or 21 times for about 20 minutes before it powers-up.
It will work fine afterwards till I turn it off,than another blinking period starts again.

I do not have a service manual,I wish I could find one.
From what I have seen on the WEB the highest blink code for a Panasonic TV is 14.
Have no clue what is the 20 or 21 code meaning.
Does anyone know?

If there is a service manual for a similar model it may also help.

One thing I have measured ,that looks suspicious,is a 4.6Volts on one of the outputs of the power supply.
I would imagine it is a +5V output,but without a service manual or any writing on the actual board I don't no what it should be.

You will get a lot more help if you upload good clear pictures of the whole backside of the TV showing all the boards and how they are connected together, that will be the starting point so we can see what we are dealing with.

Test connector from mainboard to powerboard on powerboard side with all boards hooked up, test with tv plugged in but off then hit power, report both conditions here, give pin number, pin description/name and condition both off and when you hit power on. So we can see all the voltages and what they are doing. example in second link below if needed.
