Hello, we have a Vizio D70-F3 tv we are trying to repair. It got hit with a power surge. We have replaced the power supply and now have standby power. The tv will power up, but does not have a picture. The leds will flash on and off. Even with the leds disconnected we can watch the power on the power supply for the leds jump as high as 28v and drop as low as 23v. What could be causing the issue? We, also, wanted to check the leds and make sure they test alright (we do have an led tester), but the board isn't marked which positive and negitave go together. We don't want to just assume the left red wire goes with the left white wire, etc, or that each outside wire goes with each other and then work in. Does anyone know the correct polarity positions? You can't see the pictures, but there are 2 rows of wires on the led plug.
