LN32B360C5D - Has sound, BL continuous on/off

TV set came in with a blinking red standby light. PS was only $25 on ebay so I orderd it and now it powers on with sound but the backlight comes on every 3-5 seconds for about 2 seconds and it will stay this way till I shut off the set (well I waited about 5 minutes).

When plugged into a known test pattern, I noticed that a horizontal section of the screen is not working. Is this a bad panel?

Tested all diodes (without removing) on power supply and they checked out.

Voltages on inverter on/off fluctuate between 0 and 4.5v

Disconnect the cables between the LCD panel and the TCON board to see if the TV will stay on.
It is one of those TAB bonding board on the bottom of the panel which get damaged by cleaning fluid.

Yes good guess but there is only 1 tab going to this panel from the tcon and is still doing as before.

The horizon lines on the screen looks like bad panel.
BTW, I read your post 1 wrong, you are saying the backlights was going on and of, not the TV itself. In that case, check the DCV on the main filter cap to see if it is closed to 400VDC or it is around 360VDC.

That is fine. Need to look further for the cause of the problem, but at this point I will be more concern about the LCD panel.
