58" Toshiba LCD tv has horizontal lines!

My TV just started showing these lines across the majority of the screen. They are primarily on the right side, and it looks like that's where they originated. I'm looking for advice on what could be the cause, how to fix it, or if it would cost less to just buy a new tv? If I can fix it, I want to try!
