40" Samsung UA40C6900 with washed out picture

I have a Samsung UA40C6900 with washed out picture. is it a T-con board issue or panel issue?

Also, what is the fault when the whole screen is white with no picture at all?

gamma ic on t con board? can you upload a good clear picture of the t con so we can see what ic it uses

Check the following Vdc on the T-CON Bd:
1. VGH/Von: 20~30Vdc
2. VGL/Voff: -5~-8Vdc
3. VDA/Avdd: 3.3Vdc
4. VDD/Vlogic: 13~20Vdc
Your measured voltages should be very close to these values.
This problem can also be caused by a 'bad' Panel.
Does your screen carry both X and Y TABS maybe we could try a 'bypass' method?

I think it has this T-con board.
