Philips 49PUK7100 4K UHD Picture Problem

Hi,
i found this TV on Ebay still not finished the betting, the owner wrote that there are no damage on LCD glass or the body of the TV. it make only this line in the middle see photo, well i never had UHD Panel before, either Android TV
so my questions, is it Panel defect as i guess

what do you think.
