Seiki SE50FY28 picture not displaying words properly! bad eeprom?

I got this tv plugged it in and it powers up and checked a lot of the voltages and they all seem correct! But the screen is suppose to display no signal but it just has lines part way down the screen instead of saying no signal and the same happens when you try to change inputs it doesn't show the words just the lines that are representing the words! I'm guessing it is an eeprom problem but i'm not sure and need help figuring it out it doesn't have a separate t-con board where the cable from the mainboard plugs into the boards on the outside of the screen i checked the voltage on the fuse and i am getting 11.5v! any help is appreciated! i added photos and the picture of the screen is where is says no signal! i also checked the voltage regulators on the main board and i believe they are correct! thanks in advance!

here are some pictures of the control board that is attached to the lcd screen. the fuse on this board is where i was getting 11.5v. i also checked the big to-252 regulator it is a 1.2v 1a regulator markings are 912t45 0505 if i am correct thats what it is! the readings were 0 on tab and pin2 0 pin1 3.2v and pin3 1.2v so it seems to me it is putting out the proper voltage. datasheet says tab and pin 2 are ground and pin1 is vin and pin3 is vout. i don't know what else to check so if anyone can help i would appreciate it.

That looks like a failed panel to me.

Does the line move across the screen ?

yes if i hit the input button the white lines for the no signal disappear but then i have the same lines where it would say hdmi etc in the upper left hand corner where it should say hdmi. so the panel is shot then? if so i guess i'll try and sell the boards!
