Bad caps can look good and normal, Voltage testing will be the first step.

Well best to check some voltages first as if a voltage isnt present the stby led will flash. Do you have a DMM ?Leave a comment:

When plugged in the blue light illuminates for 5 secs then begins to flash.

by STKR123As the Elitebooks (820, 840 all gens) only show flashing Power LED and flashing CapsLock (continuously) + a very soft "ticking" noise near the DC Jack,
I wonder if re-flashing the BIOS might be of any use here.
As far as I understood, steady flashing either means insufficient power or a CPU/GPU/Motherboard issue. I use the original 65watt power supply.
There are so many threads out there, but most of the solutions involve flashing codes, which I dont have or claim that you MUST use the original power supply, do a hard reset, reseat the RAM, clean the RAM,... -
by H34TORecently I've gotten into EC flashing due to my broken laptop(s) and started frantically searching methods for flashing the IT5571E-128 chip on the cheap(due to me beaing a student and not having a job) and noticed that ITE newer chips can be flashed via ISP (In-System Programming) either via SMBus or the KBC (EPP - Enhanced Parallel Port) interface. While these can be achieved with programmers like SVOD4/3 or the RT809H/F those options are WAYYY out of my budget so I was horrified. On this PC I have already changed the complete palmrest because the keyboard was no longer working properly.
I also changed the screen because the PC fell and the screen was broken.
I changed the battery with a new and original battery.

Have a Pioneer VSX-1021 that goes to MCACC flashing as soon as it is plugged in.
If I enter release mode, it powers on, the screen display is correct, but then it shuts down and goes back to MCACC after a few seconds. I can shut it down to standby (w/o flashing MCACC if I hit the power button as soon as release mode finishes the boot sequence).
Entering reset mode and executing a reset doesn't change this.
I am unable to enter service mode to see the error counts - Enter + Power button doesn't do anything, whether from normal standby or from MCACC flashing....-

When I connect it to a power ( DELL round charger, or USB-C ), LED on the power button starts flashing white, and the laptop doesn't do anything ( flashing slows for a very brief time in time when I press it, but it continues again ). Battery is not charging. While the charger is connected, I have few voltages present, but some of them are fluctuating, see attached pictures.
