    I'm not arguing the facts with you and Whilst I appreciate what your saying reecy mine does not so let's assume that is a symptom of the fact Its faulty.... I have replaced the power supply and now the TVs on and working so it's clearly a faulty psu.
    However I would like to try and find the cause of this failure. Now if you say it should run and mine isn't what could cause that and the fact as previously pointed out that the ps_on is stuck in high.

    On these units when you disconnect they will run the voltage rails, and before you say other wise I will upload a video to prove it. So your orginal Psu was at fault.

    No voltages when main disconnected. Fitted new psu that I had and to works so fault on psu. Need to find where.

    The processor on main board command the PS-ON line to go LO.
    But did you try having the main board disconnected from the power supply board as suggested to see if you do get the Voltages on those switched Voltages?

    1.6V on pin 11 (+12V_1)
    3.3V on pin 15 (+3.3VSTBY) OK
    .5V on pin 17 (+5V)
    .5V on pin 19 (+5V)
    .5V on pin 21 (+5V)

    See how much it is easier to see what you have and do not have?
    So the ST_BY (PS-ON) from the main board is stuck HI when power switch is activated, it needs to go LO to turn on the rest of the power supply. When you disconnect the cable from the power supply to the main board that should force on the rest of the power supplies to come on.

    Given that the tv goes into fault mode as so as its powered on and in standby.... Could the lack of voltages be the cause

    If your measurement are at the correct pins and done correctly then the +5VSTBY is only putting out 2V, which then you will need to troubleshoot the Standby power supply section as shown in the diagram provided in post 10.

    That cant be right you will need 12v and 5v, retake your readings and make sure the probe makes contact with the pin on the connectors.

    With main board unplugged I have no voltages. With main in I have
    1v on 6
    7v on pin 4
    3v on 12
    2v on 14
    2v on 15
    0v on all others

    Ok unplug the Mainboard from the psu, then plug the psu into the mains these power supplies will run with out the Mainboard connected. You should have the following:

    Inverter connector:
    24v Dc

    Mainboard connector, probe the pins be careful when probing these not to short them out:
    3.3v
    5v stby
    5v
    9v (only some)
    12v
    24v
