Sanyo DP42647 Backlight issue

I got this tv in today for repair. I have checked it using the flash light test and can see a faint image of the video with the lights off. I have ruled out the main power and main board. I have tested voltage to the inverter transformers on master and slave. I get 24v to the inverters on the master and nothing to the slave. It is the 2 second to black condition. Is the slave board bad or is there another problem I am over looking?

Update went back to test the inverters at power on inverter 8 on master is showing 24v the rest go from 21-19 and on the slave 12v and downward.
