The tv turns on then starts making a buzzing noise the it shuts off.Then it turns back on does the same thing.It will just keep cycling.here is a video that i posted to give idea of the noise.

I looked for burnt marks could not see any also thought it might be a led in panel shorting out so i discounted the connector for led back light still made the noise.Do you think the leakseaker would find short.

The leakseeker 89 works up to 300 Ohms. I don't use it all to often, unless I have to find a short on a trace without lifting or taking out components. Saves time... Anyway... here we don't know yet where it is shorting out. I would take the board out, maybe there is something going on at the back side?

I did take board out but did not see any thing on back side.i also flip the board backwards and hooked it up and can here it more coming from the front side .

Can you tell in which area this noise comes from? A transformer or the blue square caps? Maybe you can take a plastic something non conductive and press on things?

I can hook up the power supply with cord only and main cap has 392 is this normal with nothing jumped like the tv is on

The power supply may have pull-up resistors for the PS-ON and BL-ON so you donot have to use forced on resistors to see if the power supply board is OK or not.
So the PFC Voltage booster is working, you should also see the backlights come on.

The whole tv will come on but it makes a noise like something is shorting out or buzzing noise you can hear it .then the tv will shut off and restart again noise will appear and it will do it over and over.just have not been able to figure out where it is comming from.look at youtube video if you have not already budm maybe you can recognize the noise

did you check for a short in the mosfet transistors on the power supply? Some of these Samsungs will have an LED backlight failure and short the power MOSFET output

We surly can't figure it out where it comes out of the video either, only thing it sounds like arcing to me. You seem to focus on the top left of the board where the bridge rectifier is... it that the area the arcing noise is coming from?

I watched the video and listen to the sound, it sure like arcing due to bad connection.
Do you smell OZONE? also try turning off the lights in the room and look at both sides of the board to see if you can see any arcs or sparks.
The noise does not change when you push on the board?
And if you run the board by itself, does it still making the same noise?

I have not tried running board in dark room will try it also there is no kind of smell comming from the board.when i take out the board out of the tv and it is not hooked up to nothing just the power cord i do not here anything.

huh? so is it making the same noise with the main board unhooked or not?

With the board by itself no main board or leds hooked up it can not hear any thing of course the board is out of tv with only the power cord hook up.i checked main cap it had 392 volts so i assume the board is on.when i hookup the main board it will make the noise even if the board is not screwed to chasis.

I dont know if the main board turns on something on power supply that makes it cuase the noise.

Get a piece of rubber tubing. Put one end in your ear and out the other end near where you suspect the noise is coming from. You will hear when the tubing is close to whatever is making the noise. It works great.
