Samsung ln32b360c5d blinking red light

So I picked up this TV today thinking it would be a simple cap issue, but to my surprise when I opened it up all the caps looked fine. I busted out the multimeter and checked some of the pins at the top of the board for voltage and some of them read correctly but the bottom 3 (pins 13, 14 and 15) which should read 5.3v are reading nothing. Can you help me figure this out?

Also when unplugged from the main board the backlight comes on. When everything is normally plugged in the red light in front blinks and nothing else happens.

Please upload the pictures of the whole back side of the TV so we can see all the boards and how they are connected together.
This power supply/inverter board may have pull-up resistors for the PS_ON and the BL_ON, so remove that black connector and see if the backlights will come on right away when you apply the AC to the TV, if not then we need all the DCV Readings WITH the name of each pin so we can see what signals are missing.

when connected normally nothing happens but blinking red light on the front. When disconnected the backlight comes on. and hold on ill get more pics.

If the backlights come on and stay on when the cables between the power supply/inverter board are disconected, then the power supply/inverter board is OK, the problem is then on the main board.

BTW, there are more than one version of the main board used in your TV, so see which one is the exact match, they look almost the same so look at the numbers on the stickers.

I concur the Main Board is the culprit.

anything you think is fixable or do i just have to replace the whole board

You can try to locate the diagram of the main board and do some Voltage testing, then you also will need equipment for SMD repair.
