Given a dead one of these to play with and it has a Vestel 17pw15-9 PSU in it. With all the connections unplugged I could see 24v, which fades away to nothing when I plug back in the cable to the main board.
I can see there is a repair kit that covers stuck in standby, but I wanted to be a little more sure of the fault before ordering.
The 5v reg tests good, even with 120ohm resistor as the load. The two main culprit capacitors read as 15nf or thereabouts.
Checked the electroytic caps with the Peak and nothing with a high ESR.
Other threads suggested bringing the PSU out of standby, but not too sure how that happens.
Any suggestions what to check next?
