VIZIO - P50HDTV10A dont turn on PSB has power

Ok I searched the forum and did not get any where. i am a nocice but a quick learner learning to do component repair.
When the tv is plugged in the relay clicks.
hit power button the front light turns green. then it flashes 10 orange blinks.
the PSB pis all read proper voltage so i have narrowed that out.
The 2 voltages to the y-sus are within in tolerance of the sticker.
I unplug all cables excpt the standby and it makes no diffrence, which makes me think it may be the PSB.

Any directions to go from here?

fuses all test good
VS ect, voltage raises and lowers upon clicking power button
all heat sinks are cool

What is the voltage across the main filter caps? Should be about 380vdc. If it's 170 the PFC circuit is keeping it shut off.
Are you getting Standby voltage 3.3 or 5vdc? Does the mainboard send a PS-ON command to P.S. telling it to turn on?
