Toshiba 40RV52U Powerboard seems good, what can I test on the main board?

Hi all, new to electronics and this forum, so sorry if I have missed "the bible" threads! I have read tons of threads here but now need specifics.

I have been given a Toshiba 40RV52U that apparently stopped working after a storm. After reading innumerable threads here and watching YouTube videos I was fairly confident I'd open it up, find some bulging capacitors and a blown fuse and get it running. Well that isn't what I found and it has now got me really intrigued.

I can find absolutely no tracking, damaged tracers, solder, or components on any board, fuses all seem good, obviously. The power board is sending 5V to the power switch and when I press it nothing happens. If I short circuit that Pwr. On pin to the power board it sends out all the various voltages to everything, my assumption (being the mother of all *#@ ups) is that means the power board is OK? But I expected the TV to at least give me a bit of illumination to the screen, but no.

The only life I see is when given mains AC the green LED on the front flashes once every two seconds, it doesn't change no matter what is done, I assume (there I go again) that this is an error code but I can't find any info on that.

So my next assumption (and probably wrong) is that the main board has a fault, but again, absolutely zero signs of any damage. Can any of you guys help me along here? I'd love to save the set but I can't just buy boards to 'test' my inadequate theories, besides, I am really enjoying the hunting down of info and if I can replace a few components it would be even more fun!

I have read this thread: https://www.badcaps.net/forum/showthread.php?t=19073 and downloaded the Service Sheet and Owners Manuals. Owners Manual is useless and the Service Sheet got me to 'Suspect a problem with the SYSCON circuit located on the Main module' via the flow diagram, but I don't know what that means or how to test it!

Many thanks for any help and your time.
