Samsung UN46B7100 Vertical lines. Tcon, TAB, or panel?

Alright guys, coming at you with a Samsung 46" LED that I picked up for $40. Hoping that I can get some expert advice to see if I can bring it back. I've researched and have been digggin up info on this issue. Ordered a new Tcon for it but they sent me the wrong part. I gotta send it back. Just wanted to post on here to see if I should even try to get a new Tcon or just get a refund. Anyways let me know. Lets discuss this thing.

    1-Tv right at startup
2-After about a minute in PC mode
3-Close up of lines in PC mode after 1 minute
4-Xbox guide Hdmi after 3-5 minutes
    5-Cable after 3-5 minutes
    6-Back of tv
    7-Tcon board LJ94-02853D

Here are the things i have done.

Unplug and re-seat all cables and ribbons from main>tcon, tcon>panel. No change in picture. I havent cleaned the ribbon contacts just yet. What could i use to clean them good without causing damage to the ribbon cables?

Tear down to just the panel exposing tab bonds. Upon visual inspection, none of the tabs look corroded or burnt. Everything looks in pretty good shape. The tabs on this model are at the bottom and i didn't see any evidence of liquid causing any damage at all. Applying pressure to each of the tabs while the tv is on did not change picture at all. Leading me to believe everything in that department is good. I could be wrong.

Inspected the Power Supply board for any "popped" or leaky caps. Everything looks good on that board as well.

Things I need to get done.

Return the wrong tcon and see if i can get ahold of the right one.
Maybe try some component cooler on the tabs to see if there is a change.
Im not real familiar with testing voltages with a multimeter but if someone could walk me through that i do have one to use. ??
Also I thought maybe shimming the tabs with the thermal pads just in case.

I would really love to get this tv going again. So please, any suggestions are much appreciated. This is a first for me. I feel like I might be able to get it going. I would hate to just throw it out. Thanks

Also, I can include more detailed pictures if needed for diagnosis.

I have the same issue did you ever get it fix? I have done some testing on mine and it seems to be the tcon board however it will be nice to know for sure.

Panel fault, not fixable. Try pressing on the tab bonds to see if that helps.
