Polaroid FLM-3232 no standby power

got this tv for 10 bucks and when i first plugged it in, it worked fine for at least 6 hours. the next day it would not turn on at all. i dont even get the red standby light when plugged in. i see 165v at the main filter cap, but on CN3 where i should see some pins with 5v i only see a fluctuating voltage going from around 2.7v to around 3v.
i lifted the leg of what i thought was a diode to test if it was shorted but im thinking that cant actually be a diode because it doesnt have a stripe saying which side is which...and it says J3 not D something...is it just a jumper? why does it look like a diode without a stripe then?

still not psu savvy enough...what should i test?

That is a ferrite bead. It's like a jumper, but also with a ferrite bead.
The black ferrite bead is there to reduce high frequency noise.

Try warming the board around the areas of C62, C15, and D7 (what is the number of the capacitor right below D7?) with a hair-dryer. If it makes the 5V standby come on, then one or more of those small electrolytic capacitors has/have gone bad, and will need to be replaced.

dang..would u believe no one in this bachelor pad has a hair dryer?? thanks for the tips...ill go pick one up and try it. the capacitor right below D7 is labeled C19
