tv has backlights and sound but no picture voltages seem fine possible tcon ?
or has anyone else come across this problem before ?

Most common fault on these causing this symptom is blown fuse on the T-con board.

Should I be getting 12v either way on the tcon fuse because I'm getting 0.00 volts ?

12V on both ends, red on either end of fuse, black on chassis

OK, can you supply a picture of the T-con?
5.3V is OK for this earlier model.

Try checking regulators UP2, UP4, and U14

U14 should be 2.5 volts

If kasfamily is right, (I have little reason to doubt) then it looks like U14/UP4 may be bad.
What is the part # printed on them?

(N.B. You should use a good soldering iron to remove and replace them IF they are determined them to be bad. You can also use a hot air gun.)

Replaced the regulator screen came back on but now im getting this picture so it looks like more things are wrong with the tcon board ?

Gamma issue or you didn't reseat the LVDS cable right. Try reseating the T-con TFT cables (4) and the LVDS cable from main to T-con. Also clean the contacts too.
