Vestel TV no power, please help

Hello everyone!

I have a TV equipped with a mainboard mb95s and a power board 17ips11.
The Tv is dead, no stand-by, nothing.
The power board gives 12v and 24 for a second then voltages drop, and after few seconds the power board restarts, and keeps it like that. No other voltages present.

Checked the diodes, they are all ok. All fusese are ok. Replaced all electrolytic capacitors, and no change.
The board acts the same even If i measure the voltages outside the TV.

Can you help me? Thank you!

Sicher da das Netzteil defekt ist? 5V Stand-By vorhanden? Q103 kontrollieren, aber meist ist das Mainboard defekt.

Are you sure the power supply is defective? 5V standby is present? Check Q103, but most likely the motherboard is defective.
