RCA 32HD32D no signal from HDMI ports

Hey folks,
Picked this up with the intention of fixing it for a family friend with no TV. It has a built in DVD player, which, when the TV is turned on, works fine and will play movies. However, the HDMI ports do not work. Main boards are too expensive to be worth fixing this thing. Any ideas on what components to test? IC1303 looks fine (even though that failure causes different things to happen).

IC3603 looks like the hdmi controller I would suspect that.

ugh, I was hoping it wasn't that. that looks like a bear to solder. Also, I can't seem to find a source anywhere except ALiexpress which I don't trust.

Are you sure its the panel and not the cable you used, do all the other inputs work?

Well, I played around with this, and it just seems the TV is very particular about which signals it will accept. It turns out I tested with a device (a roku 3) that it simply wouldn't work with. It will take a signal from 2 of my computers, but not a third one. Anyway, it's a gift, so as long as it works with his mac, all is well. I'll see in a few days.
