RCA 42PA30RQ No picture or Sound

Hi all,
I have an RCA 42PA30RQ No picture or Sound. I am quite the novice so I hope I get my terminology correct. I have been reading the threads for this model and have taken several voltage measurements, but I'm not sure where to go from here. It has a Samsung "PDP" model S42AX-YB09. It is my mother in laws TV so I don't know exactly how it failed. (she occasionally gets confused with the remotes and gets it on the wrong input etc.,)

With the TV plugged in but turned off there is a red LED on the front. When I turn it on, either with the remote or the button on the TV, the red LED goes off and the Blue LED comes on. There is one click, but no sound or picture. None of the other buttons either on the remote or TV have any effect. There is a green LED on the control board that blinks, about 4-5 seconds on and 2 seconds off.

I have tried unplugging the X main, and then The Y Main with no noticeable changes. I have checked the following Voltages:
VA = 55.1 VDC
15 V = 15.49 VDC
VS = 207.6 VDC
VE = 98.1 VDC
Ve = 98.3 VDC
Vscan = -192.4 VDC
TP 0384 on the Y Buffer = -37.3 VDC
TP 0385 on the Y Buffer = -37.3 VDC

With the exception of the 15 VDC, all of these Voltages come up to value after turning the set on, and then after a second or two began to decay back toward 0. The 15 VDC stays steady on until the power is turned off. I also tried removing the LVDS cable from the control board and shorted pins 3 & 4. Still nothing on the panel.
