Samsung LN-t4069f Picture problems

Hi. Hopefully you guys can direct me to the right area.
My Samsung tv experienced the faulty cap issue. The picture and everything worked great other than the on/off symptoms.
I went and and replaced all the caps including the 450wv on the board.
Now the tv comes on instantly but the picture is a mess. i tried unplugging the ribbons from the tcon and back in but to no avail.....any suggestions?
Could it be a tcon board issue?

I would say possibly panel is bad, although it also looks like VGL circuit fault on t-con board.

Thanks I will pull out the voltmeter and check it out.

To check VGL (also called VOFF/VOFFE/TFT_OFF) you can check the test point on t-con, should be around -5V to -10V relative to chassis.
