Just installed a new mainboard cause the cable box started sparking and blew a chip on the old mainboard. So when I turn on the TV I get a blue light like it's about to come on, then it blinks twice and then turns red. So could it be a bad board I just got? I checked the va and vs voltages and they look fine when I have the mainboard disconnected from the power supply.

my tv almost 2 years not powerd on and when i turned it on nothing happened and only 3 red light keeps blinking
i opened the back cover no sign of damage on the powery suply or motherboard
when i plug in the power i hear the reley sound like tik first and another tik..after that only red keep blinking..

Here's what I've observed:
All ribbon cables are properly connected
Battery is present and in good condition
No reaction even with screens disconnected
There's a visible burn mark / overheating sign on the metal shield, right above the CPU

Have tried published resets with no help. (unplug for 10, push on-off for 30, push menu and vol +, etc.)
After being plugged in, red light comes on. Push power button and blue light comes on for ~five seconds then goes out. Power button does not turn the unit on a second time - have to unplug/re-plug before power button will try to start with blue light.
No sound, no picture (used flashlight test).
No bulging cap, no burn spots, no burn smells, nothing visual (cold joints/breaks/bugs).

Dead / No Power / No Standby Light results after power company had three
consecutive power outages on/off/on/off/on/off after which TV was rendered unresponsive.
After exploring the issue found Mainboard was the fault. Then with research on this site determined IC1604 was the suspect. The IC1604 is a surface mounted device (SMD) EEPROM, Winbond Model 25Q40CLSIP. A read on this EEPROM came back with all FF FF FF FF FF in all registers blank and empty of data.
