On my Sc boards 5.6k is correct but that's because there's a 5.6k resistor across P5v-gnd.
no idea what yours should be and i don't see the same resistor to gnd. I think from memory out of cct those octal buffer ics were about 2meg on the chip, but in cct and with other devices connected across p5v and also if the SC20 ribbon is connected you'll be measuring items at the A-board end too.
I've had one short and I've had one basically go high to about 8 or 9 meg but i reckon it would be possible for one of the logic gates to go bad but the rest of it to function normally.

I can do scope work but without know what we are looking for it becomes quite difficult. However still possible especially with logic drivers (1 side of the chip asserts the other side should be the opposite) - Providing those chips are like the one you found that is similar. This will also give me the chance to scope the IGBT components and see them pulsing as my multimeter is far too slow to read that speed of pulsing.
