        The board number is actually:

        ETL-XPC-204T

and this is a 2 in 1 Power Supply board / Inverter board.

Check the various fuses across the board (disconnected without power), if these all check out ok measure the voltages on each pin of the connection at the top of your picture, the board will need to be connected back to the tv and powered up.

Is there any labels near that connector, perhaps on the solder side, to indicate what voltages should be present or what they are, i.e. PSON, +5stby etc...

There is someone on ebay selling a 6 piece cap set for faults including yours but they do 'look' ok, however they could still be faulty but without further investigation its not yet conclusive.

Theres obviously power getting to the Main A/V board as the led changes colour from green to red so the fault could still be a number of things, not just the power board.

Looking at the photo there are a few heat burns on the board around resistors which is not uncommon and they are most likely alright but thats the only things obviosly noticeable from the photo.

Does the screen not even flash i.e. backlights come on briefly, when first powered on?
