Well this question is just going to further highlight how little I know about this, but what part is the chassis?

The metal chassis of the TV, that will be your ground ref point for the cold side of the circuit.

So I took the reading on Inverter On/Off and didnt get anything. And when I tried to take the reading for PS on the TV wouldnt turn on. At this point is it a safe bet to just order that part at ShopJimmy? Any chance I could be ordering a part that isnt broken? Thanks for your help thus far by the way!

I ordered the part from shopjimmy, and since September it has been running like a champ! I started to get green pixles a few days ago, removed the back and sprayed the pins in the cables. Problem went away! Thanks for the help!

The board from shopjimmy failed, but they refunded the cost right away with no issues. Great company and I would use them again, but they no longer carry the part. So now I am back to the original board.

When I turn on the TV, the red light turns off, the light below the screen turns on, and I have sound along with use of the remote. The back light does not come on at all. The board does not click, but makes a faint buzzing noise. I checked all the capacitors and none of them are buldged out. None of the board looks charred or discolored, and each of the components looks normal to me. What should my next step be?

Is it possible for the capacitors to be back even if they do not click and are not buldged out?

Yes capacitors can still be bad even though they look good have you got a esr meter? if not there are only about 8 listed in the repair kits maybe worth spending a few pounds to eliminate them.
