The lower boards are not buffer boards. Really they are just fancy connectors. Not much on them to fail. You need to replace the Y-buffers, if you were told to replace some buffer boards.

HOT is GOOD. Cold is not.

Try running it with the Y-main disconncted. You will not see a picture. Check Vs and Va are present and good. Count the blinks on that PSU LED.

they all measured 1.4 volts and the led just keeps blinking green on the psu

Vs is 1.4V with or without connectors plugged in?

                    that's without connectors plugged in.
ok just had another fiddle disconnected the bottom boards, and the psu kicked itself on.

so i disconnected them and got the screen to do this

You either have a bad plasma panel, rare, or loose connectors on that bottom board.
Black bars are bad panel or board. But they're usually only 2"~3" thick if a bad panel.

DO NOT MAKE CHANGES TO THESE CONNECTORS WITH POWER PLUGGED IN!!! I CANNOT EMPHASISE THIS FURTHER!!! YOU WILL KILL THE PANEL.

thanks tom, i did replace the bottom boards with new ones it worked for a while, but noticed that the screen started to get the thick black lines down it, but what i did not do was replace this board

so i think i may have shorted the new bottom boards

No, you just need to re-seat the connectors on that board. The X-main in your photo is not at fault.

so you think i could be a bad connection on the bottom boards then

Also, make sure to always have the heatsinks on those boards installed when powering up.
