Insignia ns-pdp60hd-09 power supply problem

I have an insignia Plasma NS-PDP60HD-09

Clicks, clicks again when power button is pressed. green light on Logic controller is blinging

Power supply has 5v standby but no vs or va

Has anyone dealt with this power supply or where to start checking?
