What is your line voltage? 152 volts is rather low for the voltage across the large cap; that implies a line voltage of about 110VAC.

There are three ICs on the back side of the board; two toward the top, one near the bottom. What are the part number of those ICs.

This looks like the right chip.

              http://pdf1.alldatasheet.com/datashe...P1653ADR2.html

From the datasheet, it looks like pin 8 is your VCC and startup threshold is min = 12.25, typical = 13.25, and max = 14.5 V DC.

No. That's the PFC controller. I'd have expected it to be the small IC near the bottom of the picture, but '358' would be an LM358 dual op-amp.

Of the 3, that looked the most promising since the other is an ACPI regulator for DDR memory.

                      The service manual is at

but the schematic diagram is all fuzzy (page 33) that I can't make out any detail (plus it is sideways).

And it doesn't show the power supply.

                              A 330pF, 10% 1000 Volt ceramic capacitor, such as TDK CK45-R3AD331K-NR; Murata DEHR33A331KA2B, or Vishay F331K29Y5RN63J5R.
