RCA RTU5540-D has flickering pixels on entire right side of display.

TL;DR: Is one side of the display showing flickering full brightness r g or b subpixels in a sparse arrangement likely to be a defective secondary board?

    Model: RCA RTU5540-D
Problem: The right half of the display has pixels flickering, it seems like random subpixels (red, green, or blue) are being turned on at full brightness briefly.

I have tried reseating and switching the two ribbon cables coming from the secondary board to no avail, but I did confirm that each one corresponds to 1 half of the display. I considered trying to drive the right half of the display from the output to the left half of the board but the pinout of the cables appears to reverse depending on the side making this impossible.

I am hoping that the issue can be fixed by replacing the secondary board, there appear to be replacements available relatively affordably but the main board is very expensive and availability is questionable. Is this problem likely caused by the secondary board? Is it possible that the problem is with the panel or the main board?

Is there a way for me to test to see which component has the problem before making the purchase?

Here is the replacement I am considering purchasing.

Here is a picture of the secondary board:
