How does an USB-C charger switches on?

A common USB-C charger seems not to give 5V when he's not connecting to an appliance. When connected, it starts with 5V and goes up to the tension needed.

In my case I'm working on a Apple A1707 macbook, with defective CD3215 chips.
On one port that previously worked, my charger doesn't switch on.

But what makes this charger to switch on. Does it has to sense a load, or does it require data on some line, or how...

Seems to be a mystery. Hopefully someone can explain this.

I am not exactly sure what makes it change what I do know is that it has a ic chip that selects the voltage voltage when it conditions are correct and met

The problem of the macbook is solved... Not repairable; there're lot of copper paths which becomes loose. Don't know what happened with this board, I've never seen this before.

Anyway, I figured out (thanks for the URL's) the importance of the CC pins. The data on this CC pins are responsible for selecting the output voltage.

But, measuring on VBUS or CC pins with disconnected charger, but charger plugged in in 230V AC, gives... nothing. Nor measured with scope, nor with multimeter.
The USB-C plugged in in a working Macbook let's see data transfer on CC pins.

But how it starts... I still can't find it anywhere.

Your chip I have no idea how that starts as I can not find detailed specs like TI. With the TI TPS65983B, which is the bottom url link I supplied, on page 27 is parameter measurement wave forms and the line of time for UVR_out3V3. All those things have to happen in order to have the chip to work. It then goes on to explain in detailed on page 29 its workings. On page 30 is the internal block diagram. The digital core has Analog to digital convertors. I have not read all the way though this link. However, I would imagine that there are encoders in the output of the Digital Core to the Port Data Multiplexer that combine with the input/output lines of the Port Data Multiplexer to determine what and when something is written on those lines either to the USB-C or back to the computer.

ASUS X54H laptop thinks it's always charging even with charger unplugged
            by flat-earther
The charging indicator light on my ASUS X54H laptop is always on even when the charger is disconnected.

Windows also shows ''Plugged in'' when charger is not connected.

This problem started year ago gradually, when unplugging the charger the charging light took several seconds to disappear, then minutes, and now almost always on even when unplugged for an entire day.
Strangely, before sometimes immediately when plugging in the charger the charging light went away, and later came back with it connected.
If I let battery run out and say it has 3% Windows will...

Lenovo T460 Only Charges on One Charger
            by motormayhem
            Laptop Question
            Hello,
I'm working on a Lenovo T460 that has been having trouble charging as of late. Its worked well since I've owned it for a few years. When I went to use it the other day it was dead and wouldn't turn on (was sitting on an Anker 65W GaN charger). After some fiddling with the charger I got it to turn on and start charging, but seemed like the charger was not working as it should (took a few plug and unplug cycles to get it to start charging).

A day later it was dead again and wouldn't boot/charge no matter what I did. No lights or anything when...

Highly Integrated Narrow VDC Battery Charger for Notebook Computers

The ISL6257HRZ ISL6257HRZ-T is a highly integrated battery charger controller
for Li-Ion/Li-Ion polymer batteries. ISL6257 is designed for
Narrow VDC applications where the system power source is
either the battery pack or the regulated output of the charger.
This makes the max voltage to the system equal to the max
battery voltage instead of the max adapter voltage. Operating
at lower system voltage can improve...

DELL Alienware 17 R3 (LA-C912P) only work with 120w charger in mode low CPU clock
            by exerion5000
Hello, I received this laptop with the following condition: When I turn it on, it shows the ALIENWARE light and the Alien button lights up, then it does not show an image and it restarts constantly, as the customer had already informed me that the battery was dead, I connected an original charger that I had it for testing, the machine turned on normally and I was able to enter Windows without problems, after a while of testing I noticed that it is very slow (like a Cyrix 425...), and after performing a CPU test the frequency is
below normal, as if it were operating in an extreme energy...

Adaptable charger voltage for Clevo D901C laptop
            by HERETIK10
            Hello everyone,
Thanks in advance to anyone who takes the time to help me. Sorry for the quality of my English, I had to use a translator at times...

I bought a functional Clevo D901C (Sager NP 92261) with its battery but without its power supply.
So, I invested in a new LiteOn charger, advertised by an online seller as the right charger for my machine... BUT, according to the pinout (4pin + shell) of the charger, 1 and 2 are 20V / and 3 and 4 are grounded. When I measure pin 4 with the ground of the PC, I have 300kOhms, which seems to be confirmed by the electrical...
