Hi,
I've got a few power supplies with the following problem in my workshop:

IC700 blown or power supply very noisy.

C713 - 4n7 ceramic capacitor brocken.

Interesting. Can you give more details? Does the capacitor go shorted or open or something else?

Does it have any of that awful glue anywhere near it?

without even seeing the board, i bet that cap is a high voltage snubber for a fet.

When that ICE3BR1765 shorted out it probably dumped high voltage (>300V) to lots of pins on the IC and took out that CAP C713 50V cap (BA PIN 1 (extended Blanking & Auto-restart)).
