Another 17PW25-4 V1 problem..

Hi guys I'm new here and have a problem,
I bought a TV and the power board appears to be faulty.
The tv starts up, but picture is extremely slow.
As in everything fades into each other.
There is a ticking noise coming from the psu board which is a 17PW25-4 V1.
