Antec vp450p won't power up the computer

Hi All!
So I got this Antec vp450p from a friend of mine and he said that it doesn't work.
I opened it up to see if there are any bloated caps or some sort of other physical damage to the internal components but it actually seemed clean in there...
Next I tried to start the PSU manually by connecting the Green and the Ground together and it worked.
I checked all the voltages and every thing was correct, including the Grey +5V.
I double checked the motherboard setup with a another working PSU just to be sure that the problem is with the PSU.
So now I'm stuck, what should I do next?

When I tried to power up the computer with the Antec vp450p the CPU and PSU fans spun up for half a second and than died...

Check the voltage on the big filter cap, the one that is probably rated for around 400-450V.
Then check the voltage on it AS you try to power up the PSU. Does it go up to about 400V? (it should)

I wasn't careful enough while checking the voltage on the cap and I think that I shorted something out,
because there was a loud bang when I turned the PSU switch on and something that has a shell of glass blew up
What was that? A fuse?

Yes that was a fuse.

With the power supply unplugged, short out the pins on that cap to drain any residual power, then measure the resistance across it. If there is a low resistance, then you have likely shorted out the bridge rectifier and/or the PFC rectifying diode.

On the scale of 2000M ohm the reading is 1.1, so I guess the capacitor isn't shorted out.
Is it safe to assume that nothing else was harmed except the fuse?
